Leicestershire Police said on 29 November 2023, it was contacted by East Midlands Ambulance Service, which were in attendance at an address in Mulberry Avenue, Leicester.
Tobias-John Doyle was taken to hospital from the address but died three days later.
Police added Omiel Gordon, 35, of Butterwick Drive, Leicester, and Shalom Morgan, 23, of Morledge Street, Leicester, were first arrested after Tobias was admitted to hospital, and charged on Monday. They are due to appear at Leicester Magistrates' Court later.
They have also both been charged with causing or allowing the death of a child and with child cruelty, the force said.
Throughout the investigation, family liaison officers have supported the father of Tobias, and there will be increased patrols in the "areas concerned", with residents encouraged to speak to officers if they have any concerns.
Det Insp Kevin Hames said: "My thoughts very much remain with Tobias and everyone who is affected by his extremely sad death.
"I am aware of the impact this news today will have in the community and we will have officers in the areas affected to help in offering reassurance to you - please do speak with them if you have any concerns.
"This is a complex investigation and I do want to thank those who have provided support during this time."
