Watch: Pavement parking problems
From September, local authorities in England will have the power to ban pavement parking.
But councillors in Oxfordshire say a flexible approach is needed to help people with disabilities and parents pushing buggies to continue to use pathways, while finding space for the growing number of cars.
Thames Valley Police say 60% of the 15,000 parking related calls it receives each year are not "matters for the police"
