I heard people shout: 'We need help!'published at 17:13 BST
Leonie Powling, an eyewitness, told the BBC: "We had people run to the cafe and say, 'We need help, we need help!'
"So we ran where they were running and then we could see that there were people in the water and people getting dragged out of the water.
"At the time, it wasn't 'What do I do?' It was 'You've been told someone is in danger,' so you're just running, you're just going there and helping the individuals who need it.
"We wished we helped a bit more, but we did what we could and now knowing that people have died, it's a lot sadder that we were there and kind of witnessed it."
